Dean Russell MP asks about protecting constituents from loan charges

I spoke a couple of times this week during a debate on loan charges. I was concerned that the presumption of innocence until proven guilty in all of these scandals was turned on its head. I also argued that the coffers of the state should not take priority over the lives of our constituents.
